The basic requirements for the official website of state and economic authorities, local governing institutions
I) list of information to be posted on the official website of the state and economic authorities, local governing institution
The information to be posted on the official website of the state and economic authorities, local governing institution (hereinafter referred to as the "Official website") includes:
a) statutes and regulations establishing the legal status of a state and economic authority, local governing institution, including corporate structure, tasks and functions of a state and economic authority, local governing institution, its business subdivisions and subordinate organizations;
b) statutes, regulations and other enactments approved by a state and economic authority, local governing institution, including those regulating relations with business entities, including procedures, terms and cost of state and other services (except for limited distribution documents and those containing commercial secrets).
b1) the newly approved enactment on the activities of the state and economic authority, local governing institution (including information and analytical materials, if necessary).
c) data on annulling statutes and regulations previously approved by the state and economic authority, local governing institution;
d) general information on programs approved by the President, the Government and the state and economic authorities, local governing institutions in the field of operation of the state and economic authorities, local governing institutions;
e) information on upcoming and held public events of state and economic authorities, local governing institutions (meetings, discussions, press conferences, seminars and briefings, round tables, official visits), other information on daily activities;
f) information on interaction between state and economic authorities, local governing institutions and other state bodies, legal entities and individuals, as well as foreign and international organizations;
g) information on international agreements involving the state and economic authorities, local governing institutions;
h) main indicators, including socio-economic development describing the scope of activity of the state and economic authorities, local governing institutions and growth dynamics;
i) data on open tenders (biddings) and auctions held by the state and economic authority, local governing institution, its organization of products (works, services) supply;
j) data on vacancies, conditions of employment and requirements for candidates;
k) requirement to specify the link to the official website when using its information materials;
l) information on the draft legislative and regulatory documents developed by state and economic authorities, local governing institutions;
m) information on coordination and advisory bodies (commissions, councils, committees, etc.) established by the state and economic authority, local governing institution;
n) plans for public meetings indicating the draft agenda of meeting, as well as date, time, venue an procedure of participation;
o) other public information and data, which the state and economic authority, local governing institution deems necessary to post on a website.
p) instruction for website use, as well as meaning of terms existing on the website.
q) statistic and other data for taking decision on investing in the Republic of Uzbekistan.The list of electronic public services rendered by the state and economic authority, local governing institution via official website in all cases includes:
a) support information on the heads of state and economic authorities, local governing institutions (surnames, first names, patronymic names, biographies and contact details, days and hours for visits of individuals and representatives of legal entities);
b) phone numbers and address details (postal and e-mail addresses, etc.) of the state and economic authority, local governing institution and its subdivisions (including, ones working with applications of individuals and legal entities), data on work procedure, telephones of call center and hot lines, travel routes, stops and public transport numbers;
c) forms and other information (bank details, addresses, etc.) required to receive the state service, as well as statistical reporting of the state and economic authority, local governing institution for free download;
d) information on accepting applications, complaints, requests for information on the activities of the state and economic authority, local governing institution and other applications of legal entities and individuals;
e) analytical reports and reviews of information on the activities of the state and economic authority, local governing institution, quarterly and annual reports, as well as analytical data on industry status;
f) texts of official speeches and statements by the heads of state and economic authority, local governing institution;

l) separate sections "Electronic Government Services" and "Open Data";
m) possibility to subscribe to the official website updates via e-mail and through popular automated formats (including, SMS) for delivery of updates and news;
n) information on the participation of the state and economic authority, local governing institution in Electronic Government system, its role and the nature of participation, as well as on measures taken (what public services are provided, what data is exchanged, etc. );
o) answers to frequent questions from population and business entities.
p) extract from the Unified Register of Public Services and forms specifying public services under the competence of the state authority or a reference to the Unified Register of Public Services and forms that contain such information.
Information from other sources may be posted on the official website only after specifying this source.
II) Requirements for work with the official website
Basic information posted on the official website should be free and chargeless.
Electronic government services can be rendered for fee in a manner prescribed by the Law.Information posted on the official website should be dated and regularly updated. The state and economic authority, local governing institution establishes the frequency of updates but at least once a week.
The state and economic authorities, local governing institutions should post statutes and regulations adopted by them on their official websites no later than a day after their official publication (including, information analysis content, if necessary).The state and economic authority, local governing institution determines the entities (subdivisions) responsible for making, posting and update of information on the official website by order of the head.
The official website of the state and economic authority, local governing institution should be duly registered in .UZ domain extension and on the Governmental Portal of the Republic of Uzbekistan on the Internet, as well as hosted on the server (hosting) in the Republic Uzbekistan.
Information on the official website should be provided in the official language. The official website may be translated into other languages.
The state and economic authority, local governing institution should take appropriate protective measures to prevent the destruction, blocking, distortion, falsification of information posted on its official website, and other unauthorized tampering.
Main functions mandatory for the official websites of all state and economic authorities, local governing institutions are:
a) advanced search on the website, as well as enhanced search on the results of the primary search;
b) version of the website with responsive design for mobile devices;
c) additional facilities for individuals with disabilities (addition of contrast, increase the font, sound, etc.);
d) secure access to the website (for sites providing transfer of confidential information or paid services);
e) tracking the progress and time of consideration of citizen's appeals, as well as provision of electronic state services, including by sending notifications to email and / or mobile phone of the applicant;
f) consideration of statutes and regulations under discussion;;
g) tools to study public opinion and discuss issues related to the activities of the state authority (online surveys, blogs, forum, online chat);
h) means of monitoring visits and statistics.
i) record of website services use.
Main functions mandatory for the official websites of local governing institutions additionally include:
a) information on allocation of land for ownership, use and lease to enterprises, institutions, organizations, dekhkan farms, citizens;
b) a list and composition of permanent and temporary commissions for preliminary consideration and preparation of issues for the session;
c) a register of Khokims' decisions affecting the rights and legitimate interests of population and business entities.Economic authorities, state unitary enterprises and business entities with a state share in the authorized fund more than 50% providing services and good directly or through subordinate organizations to population or business entities should provide the followig options on their websites:
a) convenient provision of complete and up-to-date information on the assortment and cost (tariffs) of products and services;
b) making and confirming of electronic payment for products and services via the Internet.State and economic authorities, local governing institutions providing public services to the population and business entities through official websites should provide the following options:
a) filling in electronic applications, declarations, questionnaires, forms and other necessary documents, including using mobile devices;
b) online payment of penalties, taxes, government fees and other payments, including using mobile devices;
c) attachment of electronic documents when making a request (filling in forms) for services.III) Requirements to the content of the official website
The content of the official website should reliably cover its activities.
Information posted on the official website should be accurate. The head of the state and economic authority, local governing institution is responsible for the accuracy of information posted on the official website.
Information posted on the official website is equivalent to one published in the media.
The official website should not contain information being the state secrets for official use or other information prohibited to be published or disclosed by the Law.
